What we do

Initially founded in February of 2000 as Family Consultants, Appalachian Family Outreach has served hundreds of East Tennessee households with counseling, adoption, foster care, maternity services, and other forms of assistance since its inception. AFO is a faith-based ministry that extends across denominational lines to provide care, treatment, and training for the relief of children, adults, and families who are distressed, conflicted, or otherwise in need of care.

Appalachian Family Outreach, Inc., is identified as a 501 c 3 non-profit organization by the Internal Revenue Service and in this regard, donations are tax-deductible to the extent permitted by law. Appalachian Family Outreach is registered as a not-for-profit corporation in the State of Tennessee and is registered as a charity with the office of the Tennessee Secretary of State.

The child-placing programs of AFO are licensed by the Tennessee Department of Children’s Services. These programs include adoption, foster care, and maternity services.


Appalachian Family Outreach, Inc., is committed to compliance with Title VI of the Civil Rights Act, the Multi-Ethnic Placement Act, the Inter-Ethnic Placement Act, and the Indian Child Welfare Act.

Appalachian Family Outreach is a member of the Elizabethton-Carter County Chamber of Commerce, the Tennessee Conference on Social Welfare, Northeast Tennessee Council on Children and Youth, and the Appalachian Regional Coalition on Homelessness.  AFO serves as a field placement instruction site for interns from the Bachelor’s and the Master’s Programs in Social Work at East Tennessee State University and provides other internship opportunities for students from Milligan College.
